“Hope Schools” Project Introduction

⑴. Hope schools are all built in poor districts in the countryside;

⑵. There is a large area of dangerous houses in the school that calls for immediate reconstruction. Or because of the increase of student, the school need to be immediately alternatively constructed (or to be extended);

⑶. The school is a completed village primary school, and the number of students is not smaller than 270 in principle;

⑷. Relevant regulations in standards of building village middle and primary schools of Ministry of Education are to be obeyed during school address selection.

⑸. The constructed primary hope schools should have basic educational and teaching functions; aiding funds of Project Hope are mainly spent on infrastructure construction such as school buildings, desks and chairs, canteens and toilets etc.

During the donation, donators may express their will on the expected school area, or entrust Beijing Donation Center of Project Hope with address selection according to the conditions of donated schools and put it into effect.

1. Project identification stage

The people's government of the county for the hope school to be built in the aided district applies to the operating mechanism of Project Hope of provincial level for the school construction. The operating mechanism of Project Hope of provincial level makes recognition on the qualification of being aided of the school to be built. When donators express their will of donating for building the hope school, the operating mechanism of Project Hope provides the information of the qualified school to them for their donation.

2. Preparation stage

After donator donate the entire fund and confirm the donated school, Beijing Donation Center of Project Hope signs an Agreement of Hope School Construction with the operating mechanism of Project Hope of provincial level of the aided district. Under the supervision of the provincial operating mechanism of Project Hope, the government of the county raises funds, and selects a construction unit for preparation for school construction.

3. Construction stage

Beijing Donation Center of Project Hope may hold a cornerstone laying ceremony for the hope school according to the donator’s will. Then the local government begins construction according to the planning programming of construction.

During the construction, the provincial and prefectural operating mechanisms of Project Hope will discharge their administrant and supervisory duties by inspecting and supervising the project quality, speed, application of funds and the condition of local funds matching so as to ensure the success of the school construction.

4. Completed stage

After the hope school is built, the people’s government of the county for the school submits the final report, financial audit report and the receiving report for project quality etc to the operating mechanism of Project Hope. Name the school as “×× Hope School of ××County” according to the donator’s will, and make a tablet inscription of the donator’s deed to make clear to later generations.

The construction period of hope schools: in normal condition, it should be no more than 12 months from the signing of school construction agreements to completion of projects.

At the moment when hope schools are constructed and put into service, inaugurating ceremonies of hope schools may be held (donators may choose either cornerstone laying ceremonies or completion ceremonies).

Constructed hope schools should express thanks to donators’ well-doing of assisting the impoverished students and report condition of school construction, teaching and management etc as well as development plans of schools.

The future development of hope schools mainly depends on the management of the educational administration. Project Hope has supervisory function for the development of hope schools.

Donation standard:

1. Newly building hope schools: donators who donate more than RMB250, 000 yuan can donate to build a hope school and name it.

2. Rebuilding and extending hope schools: donators who donate RMB100, 000 yuan can rebuild or extend a hope school.
